Governance:
There are 13 seats on the Board of Directors. Six members are CEOs of owner FQHCs, 1 is a CFO from an owner FQHC, 2 are clinicians from owner FQHCs. There is 1 community dentist and community physician. The two remaining members are non-voting ex officio, the Executive Director of the CT Primary Care Association and the President & CEO of CHNCT.

Reserve requirements:
FQHC-owned MCOs are required to establish and maintain sequestered capital of $500,000 plus two percent of ongoing annual capitation premiums.

History of the organization:
Community Health Network of Connecticut, Inc. was established in 1995 as a not-for-profit 501(c)4 corporation and is sponsored by seven FQHCs. CHNCT’s sponsor FQHCs bring over 30 years of continuous services to CT’s Medicaid population.

CHNCT was re-certified by CT’s Department of Social Services in 1999 to continue participation in the Title XIX (HUSKY A) program. Likewise, CHNCT was selected in 1998 to launch CT’s Title XXI (HUSKY B) program. We are currently one of four MCOs participating in HUSKY A and one of three plans in HUSKY B.

Three major challenges the organization faces during 2005:
1. Adequate premiums from Department of Social Services.

2. Implementing the Mental Health carve-out.

3. Controlling pharmacy costs.
