Network description:
Center/Office based model with 6 CHCs and another 12 ambulatory
clinic sites plus contracts with 500+ office based providers. DRG
contracts with 20 hospitals. Total PCPs: 400+, Specialists: 1,500+

Pharmacy Benefits Manager (PBM), CENTRUS Pharmacy Solutions
TPA/Information systems:
Plan operates off of Nichols TXEN MHS System from AS400.
History of the organization:
Plan created in 1995 by Mount Vernon Neighborhood Health Center
and Sound Shore Medical Center. Received Article 44 Licensure from
New York State Department of Health in April 1995. Initial Service
area of Westchester County and plan expanded into the Bronx in1997.
Currently awaiting HCFA approval to expand into Rockland County.
Initial line of business was Medicaid managed care with Child Health
Plus added in 1999/. Currently participating in Voucher Insurance
program, a demonstration program offering ambulatory services to
non-insured residents of Westchester county.
Three major challenges the organization faces during 2001:
1. Expansion of marketing/enrollment activities outside of CHCs
2. Impact regulatory/administrative policies which limit coverage
of adult immigrants and impose barriers to CHP recertification.
3. Improving plan QARR results.
