History of the organization:
In 1993, changes in the federal Medicaid system threatened the ability of community health centers to serve their communities. Concerned that the special needs of their communities might not be met after privatization of Hawaii’s Medicaid program, the community health centers organized and formed their own health plan – AlohaCare.

AlohaCare was created to ensure Hawaii’s low-income families will always be guaranteed access to high quality, culturally sensitive health care.

The name “AlohaCare” reflects its philosophy of delivering the highest quality “care” with genuine concern, compassion and “aloha” for Hawaii’s economically-disadvantaged families.

Three major challenges the organization faces during 2003:
1. Capitation changes for 07/03
2. Risk Factor Adjustment issues with the State
3. Business diversification
