Community Access Program -- Letter to Senate HELP Committee on July 21, 2001 calling for a permanent authorization of the CAP program. Comments on the Clinton BBA managed care regulation -- Letter to Secretary Thompson on March 14, 2001 suggesting changes that should be incorporated into a revised regulation.
