ACAP Staff Biographies

As the founding Executive Director of the Association for Community Affiliated Plans (ACAP), Ms. Murray has led the organization since its inception in 2001, steering it through tremendous growth from its origins as an Association of 17 community health center-owned plans to 51 safety net plans, covering over 7 million people on Medicaid and Medicare. ACAP’s mission is to represent and strengthen not-for-profit, safety net health plans as they work in their communities to improve the health and well being of vulnerable populations.
Ms. Murray is a national expert on health care policy for low income people and is a frequent speaker on these issues at national conferences and in the media. She has also published several articles on the German health care system as a result of an Alexander von Humboldt fellowship in Berlin.
Ms. Murray received her MPA from the Woodrow Wilson School of Princeton University and her B.A., cum laude, in Economics and Classical Civilization, from Wellesley College.
Prior to leading ACAP, Ms. Murray was the Medicaid Director for the State of New Jersey and oversaw the expansion of the FamilyCare program to cover all children under 350% of poverty. She was also a senior budget analyst for the U. S. Office of Management and Budget, with responsibility for negotiating the budget neutrality agreements for Medicaid managed care waivers. She was recently appointed to the Maryland Community Health Resources Commission and has served on the board of a Community Health Center in Southern Maryland.

Debbie brings more than 30 years experience working with the publicly insured. She has served in various leadership positions at the New Jersey Department of Human Services, including Medicaid Director and Deputy Commissioner, in which she managed the provision of social services for more than one million New Jersey residents. She has also worked at the Center for Health Care Services and Horizon NJ Health, an ACAP member plan. Debbie has a BSN from The College of New Jersey, a MBA from Temple University, and a law degree from Rutgers School of Law-Camden.

Stephen attended Tufts University in Medford, MA, combining an Economics major with a minor in Political Science, and graduated in May of 2007. Most recently, Stephen worked in Florida Congressman Gus Bilirakis’ DC office and has also interned with the Florida Legislature in their Economic and Demographic Research Office. At Tufts, he took a number of healthcare related economic and policy classes and also competed with their varsity sailing team.Stephen is currently enrolled in the Johns Hopkins University Advanced Academic Program in D.C. where he is working towards a Masters in Applied Economics.

Sharon Gibson holds the position of Business Operations Manager where she manages the accounting and administrative operations for ACAP. Sharon received a Bachelor in Business Administration, summa cum laude, from Strayer University and has 20 years experience in the credit union industry. She comes to ACAP from her post as Director of Finance at the National Association of Postmasters of the United States Federal Credit Union (NAPUS FCU). Prior to her work at NAPUS FCU she was the Chief Financial Officer at Patent and Trademark Office Federal Credit Union (PTO FCU).
Sharon served as Treasurer on the Board of Directors of her local Homeowners Association which is in historic Anacostia in Washington, DC. In addition to her 14 years of volunteer work with her local church, Sharon is an experienced event coordinator.

Prior to joining ACAP as a consultant, Roberta Brill was the Vice President of VNS Health Plans and Executive Director of VNS CHOICE, the managed care organization which is a subsidiary of Visiting Nurse Service of New York. VNS CHOICE has been operating as a Medicaid Managed Long Term Care Program since 1998 and has recently opened enrollment into its Medicare Advantage Special Needs Plan targeted to the dually eligible.
Roberta has worked in home health care and innovative community-based long-term care programs throughout her career. As the President of the Home Care Association of New York State in the mid-1990’s, she participated in the early discussions with the Governor’s office about the creation of a provider-based managed long term care program for the elderly Medicaid population, which eventually resulted in a demonstration project within which Visiting Nurse Service of New York created VNS CHOICE. During this period, she participated in the Governor’s Health Care Advisory Board and the Governor’s Long Term Care Advisory Committee. Early in her career she served as the Director of the New York City Department for the Aging Home Care Project testing an inter-disciplinary team approach to care management of the homebound elderly. She has served as the director of several home health agencies in the New York City area.
She holds a Master of Science of Administrative Medicine from Columbia University School of Public Health and a Bachelor of Arts in Political Science from Michigan State University.
